Mother, Boyfriend Charged With Beating Girl, 2

CHICAGO (CBS) - A woman and her live-in boyfriend have been charged with gagging and beating the woman's 2-year-old daughter in the West Rogers Park neighborhood.

Authorities were notified of the alleged abuse on Sunday night.

Manuel Arellano-Aguilar, 24, and Anna Navarro, 19, both of the 2600 block of West Fitch Avenue, are both charged with aggravated battery to a child, police said. They were ordered held on $2 million bond each, according to Cook County State's Attorney's office spokesman Andy Conklin.

Police were notified of the incident Sunday night when Navarro brought the 2-year-old, who suffered skull and rib fractures, to University of Chicago's Comer Children's Hospital. She claimed that she and the child were kidnapped by Arellano-Aguilar, according to a police report.

While the woman was still at the hospital, her uncle flagged down police. He too told them his niece and her daughter were being held against their will, the report said.

The uncle showed police cell phone pictures of bruises on the child, and told officers the child allegedly had a sock stuffed in her mouth, and was tied with a scarf and beaten, allegedly by Arellano-Aguilar, according to the report.

Arellano-Aguilar was placed into custody at 11:30 p.m. Sunday.

Navarro was arrested the next night after she allegedly admitted that she assisted Arellano-Aguilar by binding her daughter's wrists, legs and mouth with scarves.

She also said Manuel first put socks in her daughter's mouth before tying a scarf "very tightly" around her mouth, according to the report. Investigators learned the victim was tied up on three separate occasions.

Navarro also allegedly admitted pushing her daughter on the floor, and police said she failed to remove her daughter from the ongoing abuse inflicted by Arellano-Aguilar. Police said the child also did not receive proper nutrition.

The 2-year-old girl's condition was not immediately known, nor was whether she had to remain hospitalized.
