CHICAGO (CBS) — A new study is throwing cold water on Mayor Rahm Emanuel’s school “turnaround” effort.

As WBBM Newsradio’s Bernie Tafoya reports, Mayor Emanuel says replacing entire school staffs, or turning schools over to charter school operators, are the best ways to get children learning.

But a new study says that is not true.

The study by Designs for Change says about 33 neighborhood schools with at least 95 percent low-income students outscored poor turnaround schools run by the Academy for Urban School Leadership, a charter school operator. The low-income, non-turnaround schools even beat the city’s test score average, the study said.

The study also says low achievement and high teacher turnover at schools that were turned around happened despite the extra dollars those schools receive.

The Chicago School Board is set to vote Wednesday on a plan to administer turnarounds at 10 Chicago Public Schools, and close or phase out seven more.

CPS chief education officer Noemi Donoso said Tuesday that schools that have already gone through the turnaround process are doing better.

“What we know is that our schools that are having the most aggressive growth that are low performing, are getting growth somewhere from 4 to 6 percent a year; sometimes even 8 to 10 percent,” she said.

But parents and teachers have been protesting the turnaround plan, and are urging the board to vote against it.

    It doesn’t work because you have the same students and the same parents. Until they’re held accountable it won’t change.

    Totally agree Jack. I worked in education my entire life. I’ve written and published your exact words dozens of times, but these people are still rearranging the deck chairs on the Titanic. The kids have to want to learn and the parents have to be there and value education, the rest is just politics being played by morons.

    My _____ is a public school teacher/counselor. She is a nut case and a lemon. She has been known to take personal calls while in class and put the call on speaker for the students to listen when she should be teaching. She dates convicts, locks them up when they steal from her, visits them in jail every weekend waiting for them to come out, lavishes them with gifts and vacations and once they do come out only to lock them up again when they steal from her. Do you think this person should be teaching your kids let alone counsel them???? Don’t blame the parents only!! You should have a non-bias committee where complaints against teachers can be made without the interference of the CPS Unions. This is the same reason the police officers now have a commitee who determines if they were out of hand or jusitfied in their actions. Same should go for teachers. The teachers union is not going to do anything but the dance of the lemons.

      LOL, what does “your friend” have to do with the other 40,000 teachers who work for the Chicago Public School system? Nothing! It sounds like no matter where “your friend” works, she will be “making personal calls instead of working, dating and visiting convicts in jail, lavishing them with gifts,etc.” Sorry to inform you, but “your friend” does not represent the other 40,000 teachers who work for CPS.
