About 8:30 a.m., the 2008 Kia Optima was headed northbound on State Street at a high rate of speed in a residential area near 102nd Street, according to police News Affairs Officer John Mirabelli. A 20-year-old woman was behind the wheel and her 22-year-old boyfriend was seated next to her.
