A Chicago Police spokesman says police are "actively investigating" with the Chicago Office of Emergency Management and Communications and the FCC - the Federal Communications Commission.

Police have said about other recent incidents that they believe the transmission came from "unauthorized" radios and that there was no evidence that whoever broadcast the racial slurs is a city employee.
