Man Charged In Shooting Death Of Suburban Woman On Wisconsin Interstate

(CBS) -- A man has been charged in the shooting death of a Chicago area woman on a Wisconsin interstate as she was returning from the Wisconsin Dells over the weekend.

Tracy Czaczkowski, 44, was shot in the neck on Sunday as her husband was driving their family, including two young children, home from Dells on Interstate 90/94 when the suspect passed in a Chevrolet Blazer, rolled down his window and fired three rounds at the other vehicle, police said. Czaczkowski was taken off life support on Tuesday.

Zachary Hays, 20, of West Allis, Wis. is charged with one count of First Degree Intentional Homicide and three counts of First Degree Recklessly Endangering Safety, according to the Sauk County District Attorney's Office.

Hays was already wanted for shooting and killing a man earlier that day. His brother, Jeremy A. Hays, 30, was charged with being a felon in possession of a firearm.

According to the criminal complaint, Jeremy told police his brother Zachary had been acting strangely since smoking some pot four days earlier and threatened to kill him and their other brother if they left him on Sunday.

He said Zachary drove with a .45 caliber pistol in his lap, flipping people off and expressing paranoia about cars with tinted windows, like the one Tracy Czaczkowski was riding in with her family.

Jeremy Hays said his brother slowed down to let the Czaczkowski's car catch up and then fired three bullets at the car.
