Their target was Ken Griffin, CEO of Citadel, said to be the richest man in Illinois and Governor Rauner's largest political donor.
Judy O'Conner with Fair Economy Illinois says the state needs new revenue and the rich need to pay their fair share.
"Right now I am really angry at the way the state is being run," she said. "I think that the Rauner budget is terrible and even if we compromise, it's almost like compromising with the devil."
The protest was part of Moral Mondays Illinois. Chicago police confirm at least 23 people have been arrested.
