A botched execution this week in Oklahoma has renewed debate over the death penalty, a practice that was abandoned in Illinois by Gov. George Ryan in 2000.
The father of 10-year-old Jeanine Nicarico, who was raped and murdered in 1983, said he was “disgusted” but not surprised that Gov. Pat Quinn has signed legislation ending the death penalty and commuted the sentence of his daughter’s killer to life in prison.
