It’s been more than two years since a 73-year-old Chicago woman lost her handicapped parking placard. But police say they found it over the weekend, in a car belonging to a healthy, 35-year-old man.

Able-bodied drivers are parking illegally in handicapped spaces at one Chicago retail site. Yet a family with a disabled daughter had their car towed, even though the vehicle had a legitimate placard in the windshield.
