Three Weeks Into New Year, Parking Meter Rates Still Frozen
Starting this year, Chicago's parking meter rates were supposed to rise to the highest level in the nation, but the meters are still charging last year's rates. You might call it an unexpected gift, but neither the mayor nor Chicago drivers are feeling the least bit grateful. CBS 2's Derrick Blakley reports.
