St. Charles Alderman Admits To Exposing Himself

ST. CHARLES, Ill. (CBS) - An alderman from far west suburban St. Charles has been fined $150, after admitting he exposed himself while driving in his car this past summer.

David W. Richards, 58, was also sentenced to three months probation Tuesday. He pleaded guilty to disorderly conduct-breach of peace.

Richards represents the 5th Ward of St. Charles. He was arrested and charged on July 21 for an incident that happened five days earlier.

Court documents quoted by the Chicago Tribune indicated that Richards allegedly "exposed his penis while adjusting himself to a passing motorist." That motorist was the driver of a semi-trailer truck who noticed Richards heading west on North Avenue near Prince Crossing Road in his red Dodge Stratus around 12:55 p.m. July 16, the Tribune reported.

The truck driver phoned police.

Defense attorney Kenneth Johnson said Richards accepted a plea agreement after "to a passing motorist" was deleted from the charge against him.

Richards declined to comment in court.

It was immediately unclear how the court ruling would affect his public office. St. Charles Mayor Don DeWitte has asked Richards to reconsider resigning.
