(CBS) -- Mayor Emanuel has launched the latest in a series of efforts to end homelessness.
The administration has already had two plans to end homelessness, with less than stellar results. So, what's different this time?
Commissioner Lisa Morrison Butler, who heads the Department of Family and Support Services, says the earlier efforts didn't succeed because the sheer number of agencies and shareholders involved thwarted action.
But Morrison Butler says a federal campaign in 2014 to combat homelessness among veterans helped streamline the efforts, with groups learning to work together.
She says hopefully some of the same strategies can help the broader homeless population.
