It is in fact illegal to feed pigeons in Chicago, and there are signs up in places, but the people who feed pigeons are repeat offenders who are badly misguided bleeding hearts or flat-out in need of mental health treatment. I caught one young man who was obviously an immigrant from eastern Europe who was the bleeding-heart type who refused to accept the problem the [alien] pigeons create here and refused to stop. Most pigeon flocks in Chicagoland are fed by regular pigeon-feeders. We need a combination of more physical barriers to prevent roosting & nesting – AND serious police enforcement. High-quality surveillance cameras could help. Signs will not dissuade pigeon-feeders who are out of touch with reality here either because they’re new residents or actually mentally ill.
