Double Murder Suspect Charged With Four More Murders

CHICAGO (STMW) - One of two men charged in a double-murder on the North Side earlier this year -- and suspected in at least 10 other killings -- was charged Wednesday evening with four more murders, authorities said.

Police and prosecutors say Augustin Toscano and Raul Segura-Rodriguez bound the hands of three people with belts and then cut their throats at about 5:30 p.m. on Feb. 26 in a home in the 5800 block of North Winthrop Avenue. One victim survived.

The suspects and an accomplice, Arturo Ibarra, fled in a pickup truck and fired at police officers who had been conducting surveillance of the men before the murders, prosecutors said. During the rolling gun battle, a 39-year-old officer was wounded in the leg and Ibarra, 37, was killed, police said.

Police said the double murder appears to have been drug-related.

On Wednesday evening, Segura-Rodriguez was charged with four additional counts of first-degree murder for the deaths of four people in a garage in 6100 block of South Kildare Avenue on Sept. 2, 2010, Cook County State's Attorney's office spokesman Andy Conklin said.

Police said the victims were found bound and shot in the head in the garage.

Both Toscano and Segura-Rodriguez are being held without bond. Segura-Rodriguez will appear in bond court on the new charges on Thursday in Violence Court (Br. 66), Conklin said.

In February, police said the suspects are believed to have been involved in at least 10 other killings on the South Side -- including the quadruple slaying in September which Segura-Rodriguez is now charged with, a triple murder in May and a triple murder in April.

The suspects worked for a home-remodeling company but also were drug dealers who allegedly robbed and killed their customers, sources said.

Romero, 28, was a felon with drug and weapon convictions, but also was briefly a volunteer with CeaseFire, working to mediate gang disputes in late 2009. He left the group after about a month, according to the group.

The two are also suspected in a triple murder in April. Three bound men were found in a car in April in the 2300 block of West 36th.
